Outage in ap-southeast-3

While responding to a few degraded hosts in AWS ap-southeast-3, we manually intervened to rotate in fresh instances. However, due to a misconfiguration new nodes were not scheduled on the new instances resulting in a 3 minute outage in that region.

No other regions were impacted.
